I don't think he meant that you have to loosen the actual e-brake cable. After you take out the screws under the plastic inserts, you have to have the e-brake engaged so you can pull the console up and slide it out. If the e-brake is down, you're going to have a lot of trouble pulling the console over it.
Maybe I'm wrong, though. Chris or Nemasys might know a little more.

I had mine out about a month ago. Pull the E-brake handle up as high as you can get it. Pull the EB boot off. Remove the screw that is in the cup holder in the back. Remove the screws on the sides. pull up from the rear first, push forward toward the dash, ten up over the EB handle and should come out with a little wiggle.

The "plastic things" are little round or oval pieces that hide the screws. You can usually spot them pretty easily.
On the center console, there's one on each side that has to be removed. On my car, it's right in the middle of the shift boot on each side. On an automatic, I believe there is cup holders there.
In either case, it's almost in line with the front of the driver's and passenger's seats, on either side of the console about halfway up. You can pop the plastic inserts out with a small flat-head screwdriver, in the same fashion as removing the textured pieces from beside the radio.
